我国NGO在蓬勃发展的同时,遇到了来自内、外部众多体制规定方面的障碍,如缺乏独立、健全的董事会结构,双重管理模式的限制,缺乏完善的法律法规体系,以及税收优惠激励机制的缺陷,等等。建立健全以独立董事会结构为核心的内部治理机制,完善NGO外部相关管理体制规定是进一步拓展NGO发展空间的关键。 At the same time of vigorous development, NGOs in our country encountered many obstacles from many internal and external systems, such as the lack of an independent and sound board structure, the restriction of dual management modes, the lack of a sound legal system and the drawbacks of tax incentives ,and many more. Establishing and perfecting the internal governance mechanism based on the structure of the independent board of directors and perfecting the rules and regulations governing the external management of NGOs are the key to further expanding the space for NGO development.
