随着经济的发展、人们生产方式和生活方式的盲目的高标准、无节制,二氧化碳的排放量呈逐年递增的趋势,致使臭氧层受到严重破坏,灾难性的气候变化在全球屡屡出现,已严重地危害了人类的生存和健康.低碳经济倡导以较少的温室气体排放实现经济发展为目标,它主要强调经济发展与环境保护能否协调发展.
