胡锦涛总书记在十六届五中全会一次会议上曾经提出,要真正认识科学发展观提出的重大意义,必须要做到“四个准确认识”。其中第一个“准确认识”就是“要准确认识国际国内的发展环境。”2008年9月19日在全党深入学习实践科学发展观活动动员大会上胡锦涛总书记又明确指出:“深入学习实践科学发展观,是在深刻变化的国际环境中推动我国发展的迫切需要”。这就说明,国际环境的变化与科学发展观的提出有着非常密切的联系。要深入理解中央提出科学发展观的重大意义,这里还有一个如何认识当前国际环境新变化的问题。换句话说,我们要在经济全球化步伐加快,中国正在进—步融入世界的新的发展环境下,以全球化的视野来深入思考中国经济的可持续发展问题。
At a meeting of the Fifth Plenary Session of the 16th CPC Central Committee, General Secretary Hu Jinjing once pointed out: To truly recognize the great significance proposed by the scientific concept of development, we must achieve “four accurate understandings.” The first “accurate understanding” is “to accurately understand the development environment both at home and abroad.” On September 19, 2008, General Secretary Hu Jintao pointed out clearly in the mobilization meeting of all party members in deepening the study and practice of the scientific concept of development: “Further study and practice of the scientific concept of development is an urgent need to promote the development of our country in a profoundly changing international environment.” This shows that the changes in the international environment and the scientific concept of development has a very close relationship. We must further understand the great significance of putting forward the scientific concept of development by the central authorities and there is also a question on how to understand the new changes in the current international environment. In other words, we must speed up the pace of economic globalization and China is entering into a new development environment of the world step by step and think deeply about the sustainable development of China’s economy from a global perspective.
