一、本辦法根據一九五四年和一九五五年國家經濟建設公債條例第五、六、七條規定制定。二、一九五四年國家經濟建設公债本金自一九五五年起至一九六二年止分八年作八次償還;一九五五年國家經濟建設公債本金自一九五六年起至一九六五年止分十年作十次償還。除最後一年對應還本金數額不舉行抽籤全部償還外,其餘均按年抽籤還本一次。每次抽籤,定於每年八月十日在北京舉行,邀請各界代表到場監督,以債券號碼末尾兩字与抽出籤技的號碼相同的為中籤債券。
