仲裁是一种在世界范围内被广泛承认和采用的解决争议的有效方式。人事争议仲裁是指人事争议仲裁委员会对申请仲裁的人事争议案件依法进行调解或裁决的活动。1995年国家人事部正式提出,要建立人事争议仲裁制度。中共中央、国务院《关于进一步加强人才工作的决定》中明确提出,要完善人事争议仲裁制度。《公务员法》的出台,从法律的层次上明确了要建立人事争议仲裁制度,使人事争议仲裁工作有了更加充分的法律依据。结合吉林省人事厅人事争议仲裁一年多的工作实践和保持共产党员先进性教育活动的学习,有以下几点体会和认识: 一、建立人事争议仲裁制度的现实意义一是开展人事争议仲裁工作是人事
