企业是科学技术研究开发工作的主要战场,是社会生产力和经济技术进步的主导力量,科学技术如何长入经济,工业生产如何从粗放经营向集约经营转变,这是建设有中国特色的社会主义现代化工业所要解决的十分重要的问题。1987年秦皇岛市科委同市经委、市委工业部通过调研,制定了创建科研先导型工厂活动的方案,提出了科研先导型工厂发展模式、创建条件、审批程序和鼓励政策。经市人大、市政协领导论证、修改,于1987年10月开始开展创建“科研先导型工厂”活动。
