防止和克服干部选拔任用中的拉票行为,是当前各级党委组织部门面临的一项重要任务。拉票行为呈现出的快速蔓延扩展趋势,给干部选拔任用造成了严重危害。拉票作为扩大干部工作民主的衍生物,是市场机制在党内政治生活中的一种客观反映,应辩证地看待拉票现象,辩证地把握“票的运用”。防止和克服拉票行为,要加强对干部的教育引导,不断提高干部民主素养;完善民主推荐(票决)制度,逐步提高推荐科学性;加大查处力度,形成高压威慑;推进配套改革,发挥综合效应。
It is an important task that the party committees and departments at various levels now face to prevent and overhaul canvassing in the selection and appointment of cadres. The rapid spread of canvassing behavior showed a tendency of expansion, which posed a serious threat to the selection and appointment of cadres. As an objective reflection of expanding market-oriented cadres’ work democracy, canvassing is an objective reflection of the market mechanism in the political life of the party. The phenomenon of canvassing by votes should be viewed dialectically and the application of “votes” dialectically grasped. To prevent and combat canvassing, we should strengthen education and guidance to cadres and constantly raise the democratic awareness of cadres; improve the system of democratic referrals (votes), and gradually increase the scientific recommendation; step up investigation and punishment and form a high-pressure deterrent; promote supporting reforms and give full play to comprehensiveness effect.
