项目警官制是以“服务经济发展”为警务创新切入点,以“项目推进到哪里,警务跟进到哪里”、落实“一项目、一领导、一民警”工作责任为要求,以主动警务为着力点,全面提升公安机关服务发展的能力和水平的一种警务创新模式。浙江省新昌县公安局提出并实施项目警官制的实践表明,项目警官制是公安工作和群众路线相结合的新样本,展示了人民治安防控策略的新思路,丰富了“枫桥经验”的新内涵,体现了热点警务理论在我国基层公安工作中的新运用。
