文章肯定了统一社会信用代码制度在“简政放权”方面取得的成效,同时指出在相关部门履行职能的过程中,积累了大量的政府信息资源,这些信息资源具有很大的社会、经济价值,但因为政府信息资源开发观念落后、法律法规不健全、数据资源分散等原因,导致大部分信息资源处于闲置浪费状态。进而,作者搜集相关政府信息资源开发应用实例,给统一社会信用代码数据开发应用以启示。
