为了审视中、美、欧之间文化软实力的差异,本次研讨会集中关注了外交实践与传统价值之间的交汇点,并进一步提出了政策建议。改革开放以来中国的文化软实力取得了长足的发展,下一步需要我们从传统思想中寻找答案,构建一种有吸引力并有别于西方的“中国故事”。美国无疑是软实力层面上的超级大国,但在后金融危机时代其“依赖性的软实力”以及“相互依赖性的软实力”有所下降,其当务之急在于重建全球对美经济体的信心。欧盟塑造“规范的共同体”的努力很成功,这使得欧洲理念与价值得到了世界范围的认可,欧洲一体化的深化将是欧盟软实力增长的立足点。
In order to examine the differences in cultural soft power among China, the United States and Europe, the seminar focused on the meeting point between diplomatic practice and traditional values and further put forward policy suggestions. Since the reform and opening up, China’s cultural soft power has made considerable progress. The next step requires us to find answers from the traditional thinking and construct an attractive and different from the West’s “Chinese story.” The United States is undoubtedly a superpower at the soft power level. However, in the post-financial crisis, its “soft power dependence” and its “soft power dependence on interdependence” have declined. The priority now lies in rebuilding the global economy to the United States Body’s confidence. The efforts of the EU to shape the “normative community” have been very successful. This has given the European concept and value a worldwide recognition. The deepening of European integration will be the foothold for EU’s soft power growth.
