武警部队作为国家的重要武装力量,担负着应对和防范各类重大突发事件,维护国家安全与发展的重要任务,在非战争条件下,更是发挥着应急救援突击队主力军的作用.近年来,随着全球气候异常变化,各种灾害事故呈逐年递增之势.我国地理环境复杂,历来自然灾害频仍,武警水电部队作为应急救援“国家队”,如何加强和平时期武装力量的建设和运用,提高基于信息系统的应急救援行动能力,是适应国家发展战略与安全战略的新要求,也是全面履行新世纪新阶段武装力量历史使命的一项重要课题.本文阐述如下.
