结合中国生物入侵之现状,借鉴国内外的先进经验及立法规制,对中国防治生物入侵所存在的主要问题及现行立法、政策进行全面且深入的分析,指出对外来生物应采取综合治理机制,加强外来生物防治与管理立法之可操作性及其与对外贸易法、刑法等各部门立法之间的协调,并在现行政策、立法基础之上制定综合性的生物入侵防治与管理法,确立风险评估与风险预防原则等各项法律制度。
