At the eleventh meeting of the Central Financial Leadership Group held on November 10, 2015, General Secretary Xi Jinping proposed the concept of “supply-side structural reforms”: “To increase the total demand while focusing on strengthening the supply side. Structural reforms will focus on improving the quality and efficiency of the supply system and enhancing the momentum for sustained economic growth.” The intention of the supply-side reform was to start with the economic sector. However, the connotation of supply-side reform is also applicable to the education sector. As far as China’s current basic education development status is concerned, there are also more serious structural problems. At present, our basic nine-year compulsory education has not yet provided enough services to satisfy students.
