医改的最终目标是解决“看病难”“看病贵”问题。由于市场在“疗”阶段失灵,只有让医院回归公益性,才能解决“看病贵”问题,其关键是切断医院、医生与医疗收入之间的利益链,控制过度医疗,降低虚高的医疗费用。但市场在“诊”阶段有效,因此,鼓励社会办医,增加供给可以降低医疗服务价格,缓解“看病难”问题。总之,对医院的正确定位、对医务人员的合理待遇保障以及足够的政府投入,是医改顺利推进的重要保证。公立医院薪酬制度可采用薪酬调查比较制度确定总体水平,医院留有一定的灵活自主权。
