国营、地方国营及公私合营工业企业定期统计报表编制说明(大型企业适用)(政务院财政经济委员会一九五二年八月十一日批准)甲、总则1.本报表的实施范围,包括下列经济类型的大型工业企业:(1)国营企业:凡中央及大行政区各部门投资经营的企业,称「国营企业」。(2)地方国营企业:凡省以下地方政府投资经营的企业,称「地方国营企业」(即包括专署(市)、县级企业)。(3)中苏合营企业。(4)公私合营企业:政府与私人资本合资、政府参加经营管理的企业,称「公私合营企业」。

General Provisions 1. The scope of this Circular includes the following types of economy Large-scale industrial enterprises: (1) state-owned enterprises: where the central government and investment in various sectors of the business sector, known as “state-owned enterprises.” (2) Local state-owned enterprises: enterprises invested and run by local governments below provincial level are referred to as “local state-owned enterprises” (ie, include agency (cities) and county-level enterprises). (3) Sino-Soviet joint venture. (4) Public-private joint ventures: Joint ventures between government and private capital and government participation in the operation and management of enterprises are called “public-private joint ventures.”
