各设区市劳动保障局:为进一步贯彻落实省政府办公厅《关于推进企业退休人员社会化管理服务工作的通知》(闽政办[2002]157号)精神,推进企业退休人员社会化管理服务工作,现提出如下实施意见:一、推讲企业退休人同社会化管理服务工作是建立和完善社会保障体系的一项重要内容,是省委、省政府交给劳动保障部门的一项重要任务。各级劳动保障部门要在当地党委、政府领导下,加强对社会化管理服务工作的推动和指导,把它列为2003年劳动保障工作的重点之一,抓住机遇,开拓进取,努力使社会化管理服务工作有突破性进展。二、各市、县(区)劳动保障部门要按照闽政办[2002]157号文提出的目标任务和工作要求,结合本地实际情况,抓紧制定工作方案,报当地政府批准后组织实施。各设区市的工作方案应报省劳动保障厅备案。到2003年底,劳动保障部确定的全国重点联系城市福州市和省级重点联系城市厦门市、南平市延平区、永安市的社会化管理率力争达到100%,各设区的市社会化管理率力争达到80%以上。2004年底,要基本实现企业退休人员的社会化管理服务。2005年底要全面实现企业退休人员的社会化管理服
