长期以来，我国实行立法“成熟论”，即成熟一个公布一个、宁简铢繁的立法思路，这种思路在以前有其存在的根据，但在现代，它已经不符合实际需要，应以建立完备系统的法律体系作为我国立法的基本思路，这种思路可称作“完备论”，它不仅是必要的，而且也是完全可行的。
