1981年,第三届世界计算机教育会议提出了“计算机文化”教育的观点。1996年,联合国教科文组织又提出了一个“现代文盲”的概念。在这个概念中,把“不能识别现代信息符号、图表的人”和“不能应用计算机进行信息交流与管理的人”定义为“现代文盲”。由此可见,一些基本的与现代生活密切相关的素质,已构成了现代公民的基本素质。现在,不论是发展国家还是发展中国家的人们都越来越清楚地认识到,不掌握计算机文化是新时代的文盲;计算机水平的高低不仅直接影响到人们所从事事业的发展,也是衡量人才质量的重要尺度。
