一个建设项目,它一般包括施工准备阶段、实施阶段、竣工验收阶段和使用阶段。在项目实施阶段,经常出现合同约定的工程量,施工条件、施工工期发生变化,这些情况的出现都将影响约定的合同工期和工程价款,造成合同价款的变更。部分工程因此造成结算价款超出业主的投资预期。因此,业主和监理工程师必须明确工程投资的控制目标,严格管理工程设计变更和现场签证,明确变更审核程序,科学合理地提出工程变更,合理确定和有效控制变更价款。
A construction project, which generally includes the construction preparation phase, the implementation phase, the completion of the acceptance phase and the use phase. During the project implementation stage, the quantity of contracted projects, construction conditions and construction period often change. All these conditions will affect the contracted contract duration and project price, resulting in the change of the contract price. As a result, some of the projects caused the settlement price to exceed the investment expectations of the owners. Therefore, the owners and supervising engineers must clarify the control objectives of project investment, strictly manage engineering design changes and on-site visas, change the auditing procedures explicitly, propose engineering changes scientifically and reasonably, reasonably determine and effectively control the price changes.
