探讨非常态下的行政成本控制对于降低公共危机治理中的行政成本、提高公共危机治理的绩效具有重要意义。控制非常态的行政成本,需要以非常态的成本结构与治理绩效为分析路径,并在分析非常态行政成本偏高的诸多原因的基础上,提出降低公共危机防控成本的诸多路径选择。
It is of great significance to explore the control of administrative costs in the abnormal state to reduce the administrative costs in public crisis management and improve the performance of public crisis management. To control abnormal costs of administration, we need to take the abnormal cost structure and governance performance as the analysis path, and based on the analysis of many causes of the abnormally high administrative costs, we put forward many options to reduce the cost of public crisis prevention and control.
