政府绿色采购被认为是推动清洁生产与实现生态文明的有效政策工具之一,得到各级政府的重视和实施。在获得183份政府采购中心和采购单位的调研问卷的基础上,采用因子分析法,借助统计分析软件SPSS,识别出我国政府绿色采购实践和绩效的主因子。根据数据以及对实践和绩效主因子间的相关分析和回归分析结果,构建政府绿色采购实践与绩效的影响模型,深入剖析我国政府绿色采购的境况及其发展思路。
Government green procurement is considered as one of the effective policy tools to promote cleaner production and realize ecological civilization. It is valued and implemented by all levels of government. Based on the questionnaires of 183 government procurement centers and procurement agencies, factor analysis and the statistical analysis software SPSS were used to identify the main factors of China’s government green procurement practice and performance. According to the data and the correlation analysis and regression analysis between the main factors of practice and performance, this paper constructs the impact model of government green procurement practice and performance, and deeply analyzes the situation of government green procurement and its development ideas.
