二滩水电站发电后,四川电力供需矛盾得到暂时缓解。但如果仅满足四川省的用电需要,势必闲置丰富的水电资源。大力开发四川省丰富的水力资源是全国一次能源平衡、实现全国能源资源优化配置的需要,是全国国民经济发展的需要,是调节长江径流、拦蓄泥沙、减轻洪灾、提高三峡工程发电效益的需要,同时,也是保持四川国民经济持续、强劲发展的必由之路。所以,四川水电建设不仅不能放松,还应加速开发。
After the Ertan hydropower station generated electricity, the contradiction between supply and demand of Sichuan power was temporarily alleviated. However, if it only meets the electricity needs of Sichuan Province, it will inevitably have ample hydropower resources. Vigorously developing the abundant hydropower resources in Sichuan Province is the need of a nation’s primary energy balance and the realization of an optimal allocation of energy resources throughout the country. It is a requirement for the development of the nation’s national economy and a need to regulate the runoff of the Yangtze River, stop silt, reduce floods, and improve the power generation efficiency of the Three Gorges Project. At the same time, it is also the only way to maintain the sustained and strong development of Sichuan’s national economy. Therefore, the construction of hydropower in Sichuan must not only be relaxed but also accelerated.
