为应对气候变化对可持续发展带来的挑战,英国首先提出了低碳经济的概念,低碳发展的目标是实现低碳高增长。改革开放以来,河南社会经济持续快速发展,但也存在着能源消费总量大、一次能源中煤炭比例过高、能源利用效率低、落后产能多等诸多问题。我国的资源禀赋使能源结构改变不易,河南省所处的发展阶段决定了产业难以短时调整,发展低碳经济是我国现实和未来发展的必然选择。因此,低碳发展是河南工业转型升级的必由之路。
In response to the challenges posed by climate change to sustainable development, Britain first proposed the concept of a low-carbon economy, and its goal of low-carbon development is to achieve low-carbon and high-growth. Since the reform and opening up, Henan’s social and economic development has been sustained and rapid development, but there are also many problems such as large total energy consumption, high proportion of coal in primary energy sources, low energy efficiency and backward production capacity. The resource endowment of our country makes the change of energy structure difficult, and the stage of development in Henan Province determines that the industry is difficult to adjust in a short time. Developing a low-carbon economy is an inevitable choice for our reality and future development. Therefore, low-carbon development is the only way Henan industrial restructuring and upgrading.
