针对近几年来地直行政事业单位编制与经费脱节而造成的增人增支过猛问题,我们与地区编委联合制定了《关于在地直行政事业单位实行编制与经费挂钩包干的试行办法》(以下简称《办法》),以地委、行署联合文件批转地直各单位,自1989年第2季度起执行。由于《办法》体现了节约、统一、高效和国家、集体、个人互利的原则,有效地调动了各部门节编减人的积极性,从而控制了人员的盲目增长,提高了单位工作效率,节减了财政支出。
In view of the problem of excessive increase and excessive increase caused by the out-of-office expenditure of administrative departments and institutions directly under the government in recent years, we jointly formulated with the regional editorial board a “Provisional Measures on the Implementation of Jointly Trending and Undertaking Funding in Local Directly Governing Institutions” (Hereinafter referred to as the “Measures”), all units directly transferred to the joint documents of the prefectural and administrative offices, and executed since the second quarter of 1989.
