在市场经济条件下对如何继续深化铁路交通运输改革,加快推进铁路市场化建设步伐,适应全面建设和谐社会,加快中国铁路交通运输发展的紧迫任务。相比各行业国有企业改革而言,铁路系统成了计划经济时代最后的标志,其不仅具有集政、资、企、事于一身的体制,还具有路网建设与运输业高度垄断经营的体制与机制。在信息化、市场化、国际化经济发展模式下,中国铁路继续维持政府直接投资模式,已经无法持续推进市场化建设,必须走政资、政企、政事分开的市场经济体制改革之路。铁路经过多年的发展,基本具备了加快和深化改革的条件,当前要以切实加快铁路体制建设为基础,大力推进铁路市场化改革,使其满足人民群众日益增长的对铁路交通运输的现实需求。

Under the informationization, marketization and internationalized economic development mode, the Chinese railway will continue to maintain the direct investment model of the government and can no longer promote market-oriented construction. It must take the road of reform of the market economy system in which government, capital, government and enterprise are separate from each other. After years of development, the railway basically has the conditions for speeding up and deepening the reform. At present, we must vigorously push forward the marketization of the railway market so as to satisfy the people’s growing demand for railway transportation based on the actual acceleration of the railway system.
