虽然中资企业海外社会责任发展指数整体处于“起步者”阶段,但央企表现相对较好,其海外社会责任发展指数处于“追赶者”阶段,领先于其他国有企业和民营企业“一带一路”倡议自2013年提出以来,已经取得了丰硕的成果。如今,中国政府已完成了顶层设计,向外发布了愿景和行动,建立了推进机制,基础设施互联互通、国际产能合作和资源开发等一批重大项目也取得了积极进展。
