中国科学院高能物理研究所早在1987年就首先通过低速的X.25专线实现了国际远程联网,并于1988年实现了与欧洲及北美地区的E-mail通讯。1990年高能所作为第一批用户进入我国的CNPAC公共数据交换网。但这种低速率的联通,远远不能满足计算机通讯及数据交换的需要,1991年6月确定租用AT&T公司的国际卫星信道建立与美国SLAC国家实验室的64kbps高速专线。经电信部门的大力配合,于1993年3月2日正式开通了由北京高能所到美国斯坦福直线加速器中心的高速计算机通讯专线,可与美国能源网ESnet的各大实验室联通。不
