2004年3月14日闭幕的十届全国人大二次会议圆满完成了对《中华人民共和国宪法》的第四次修正(前三次修正分别发生在1988年的“七届全国人大一次会议”,1993年的“八届全国人大一次会议”和1999年的“九届全国人大二次会议”)。新版宪法中“国家为了公共利益的需要,可以依照法律规定对土地实行征收或者征用并给予补偿”、“公民的合法的私有财产不受侵犯”、“国家建立健全同经济发展水平相适应的社会保障制度”和“国家尊重和保障人权”等内容将对中国社会各项领域的发展产生多么重大的影响,促生多大的变化?再积极的预计也不会超出未来实际答案的肯定程度,这一点无庸置疑。
