高油价对石油公司来说既是机遇也是挑战,高油价在使石油公司获得丰厚利润的同时也使各公司面临着资源发现规模越来越小、生产成本持续上升的压力。本文以中石油哈萨克斯坦某一油气股份公司为例,详细阐述了高油价下公司油气生产成本状况,指出高油价下公司油气生产成本面临不断上涨的压力。在此基础上提出了战略成本管理是高油价下石油企业提高竞争力的核心。最后,从转变观念、建立成本控制机制、加强技术创新等几个方面提出实施战略成本管理的若干内容建议。
High oil prices are both opportunities and challenges for oil companies. High oil prices, while making oil companies profitable, also put companies under pressure to find smaller and smaller resources and increase production costs. In this paper, an oil and gas company in PetroChina Kazakhstan as an example, elaborated on the company’s oil and gas production costs under high oil prices, pointed out that the company’s oil and gas production costs are facing rising pressure under high oil prices. Based on this, it is put forward that strategic cost management is the core of petroleum enterprises to enhance their competitiveness under high oil prices. Finally, some suggestions on the implementation of strategic cost management are put forward, including changing the concept, establishing the cost control mechanism and strengthening the technical innovation.
