随着我国铁路投融资体制改革的不断深化,合资铁路在市场中占有的比重将越来越大。但是,合资铁路的正常发展前提是必须把网络的互联互通、运价的制定、利益的分配等问题处理好,这些问题解决不好将极大地影响铁路运输效率的发挥。为了解决这些问题,必然要对我国现有的铁路运输管制进行改革,重视管制承诺的可信性和稳定性,保持管制机构的独立性,加强管理,重新构建铁路管制体系,以便在铁路内部建立有序的竞争秩序。
With the continuous deepening of the reform of China’s railway investment and financing system, the proportion of joint-stock railways in the market will increase. However, the normal development of joint-stock railways requires that the interconnection of networks, the establishment of freight rates and the distribution of benefits be properly handled. The poor solution to these problems will greatly affect the efficiency of railway transport. In order to solve these problems, it is inevitable to reform our existing railway transport control, attach importance to the credibility and stability control commitments, maintain the independence of the regulatory agencies, strengthen management and rebuild the railway control system so as to establish within the railway Orderly competitive order.
