如何在明确低碳技术创新系统特征的基础上,选择有效的低碳技术创新模式并提出相应的实施支持政策,是我国低碳经济发展和生态文明建设面临的首要问题。本文的研究结论表明:低碳技术创新系统是由环境、资源和主体三个子系统构成的区域创新系统,各子系统间的协调发展是其发挥整体功能的基础;低碳技术创新也是一种自主创新,低碳自主创新模式也包括原始创新、集成创新和引进、消化吸收后再创新三种类型,在内容和性质上是自主创新模式的具体表象;区域低碳技术创新模式的选择应基于区域本身的低碳技术创新能力,从最优化角度,基于东、中、西部区域创新能力现状,我国可选的低碳技术创新模式包括“高能力原始创新”、“中能力集成创新”和“弱能力再创新”三种模式。
