地处改革开放前沿的海口市,其国防后备力量建设工作曾一度陷入困境。海口警备区党委“一班人”,积极探索市场经济条件下加强后备力量建设的新路子,在改革中求发展,使国防后备力量建设步入了与当地经济建设协调发展的新境界,全市民兵基层达标建设提前一年多完成。自1992年底海口警备区组建以来,他们先后从上级组织的评比中夺得了20多个“第一”,30多个“先进”的牌子。说起这些成绩,不能不讲“金海岸模式”,而它所带来的变化,对我们思考新形势下后备力量建设也不无启迪。
Haikou, located in the forefront of reform and opening up, was once in a dilemma in its national defense reserve construction work. The “group of party members” at the Haikou garrison area actively explored new ways to strengthen the building of reserve forces under market economy conditions and sought development through reform so that the national defense reserve forces stepped into a new realm of coordinated development with the local economic construction. Since the establishment of the Haikou Garrison District at the end of 1992, they have won more than 20 “firsts” and over 30 “advanced” brands from the competitions of their parent organizations. Speaking of these achievements, we can not but say that the “golden coast model” has brought about changes that are also inspiring for us to think about the construction of reserve forces in the new situation.
