上海市水产研究所是从事水产动物养殖,环境资源保护及渔业机械开发等方面科学研究、技术推广、生产经营的地方性研究所。现有专业技术人员132人,其中具有高级专业技术职务的20人,中级51人,初级61人。经过几年来的积极探索,我所专业技术职务评聘工作因所制宜,大胆尝试,有所创新,有所突破。初步形成了“以搞好正常评聘为主线,以搞活内部评聘为补充,以增强制约为后盾”的评聘新模式,取得丁初步成效。 一 拓展通道,破格评审,充分发挥专业技术职务正常评聘的主渠道作用。 专业技术职务的正常评审是专业技术职务评聘体系的基本框架和重要支柱,具有无法替代的主渠道作用。根据国家规定的评审程序,评审要求和评审标准确认的专业技术职务任职资格,既是社会规范的“人才凭证”,又是专业技术人员选拔、培养、使用、交流的重要依据。重视专业技术职务的正常评审是搞好整个评审工作的关键所在。 在开展专业技术职务正常评审工作中,既要努力做到评审工作的科学化、制度化和规范化,又要根据本单位
