一、一般发展情况十月革命前俄罗斯的电网只起到分配电能的作用。那时只有一条70千伏输电线和几条20—30千伏线路。这条70千伏线路长70公里,是1912—1914年建设的。联接现今的克拉松(Класон)区域发电厂和莫斯科的依兹玛依洛夫(Измайловская)变电所,是螺栓铁塔线路、铁柱脚。伟大的十月社会主义革命,和对其他生活一样,也使苏联电力系统发生根本转变.十月革命后的第一条输电线是120公里长110干伏的木杆线路,是1921—1922年建立的,从卡施拉到莫斯科.
