跨入新世纪，我们站在新的起跑线上，迎来了新的机遇和挑战。新的世纪我们面临着新的环境与条件，前进的步伐也绝不会轻松。经济全球化进程的加速，新经济的出现，科技革命的迅猛发展，使国际上的竞争更加激烈。２１世纪初，对我国加快经济和社会发展，对推进整体改革、扩大开放提出了比过去任何时候都更迫切的要求。 发展是解决中国所有问题的关键。“十五”期间，专家们评出十大经济难题，其中：国有企业改革、经济结构调整、转变政府职能、发展私营个体经济等，都列为经济难题之列。江泽民总书记最近提出：面对新世纪、新形势、新任务，要大力倡导“五种精神”，强调要在全党和全社会大力宣传和弘扬解放思想、实事求是的精神；紧跟时代、勇于创新的精神。新世纪、新机遇、新挑战，呼唤着理论的创新与探索。 肩负为改革开放与现代化建设提供理论支持与服务的新《开放潮》，将继续保持原《福建改革》与《开放潮》杂志的办刊传统，着力加强对经济发展与改革开放中新情况、新问题的研究，通过精心策划与组织的专题，对当前面临的经济社会热点、．难点问题，作多视点、多层面的深度报道。本期我们组织的《您的关注，我的思考》特别策划栏目，选登了吴宣恭教授、郭克莎研究员、魏杰教授及武汉市辜胜阻副市?
