通过对云南省盈江县平原镇农村财务管理现状的分析,阐述当前农村财务管理在制度、体制、监督和财务人员素质等方面存在的问题及其原因,提出农村集体资金由乡镇委托代理;提高认识,加强领导;稳定农村财会队伍,提高财会人员素质;严格执行财务管理制度,实行规范管理;加大民主理财力度;管好用活集体资金,发展壮大集体资金,健全配套措施等改进农村财务管理混乱现状的相应对策。
