云南省大关县位于滇东北乌蒙山区,地处昭通地区北部腹心地带。全县辖11个乡镇77个行政村办事处1716个农业生产合作社,总人口243296人,其中农业人口228851人,有耕地28万亩,国内生产总值33307万元,农民人均纯收入758元,目前还有2.6万人未解决温饱问题。由于大关山高坡陡,土地贫瘠,出产率低。农业基础差,抗自然灾害能力弱,支柱财源缺乏,致使全县各乡镇财政收入基数小,增幅低,增支减收因素多,财政困难形势更加严峻,矛盾更为突出。 一、乡镇财政运行情况 1998年到2000年,全县乡镇财政收入2394万元,其中,中央收入481万元,占当年财政收入的20.09％;一般预算收入1913万元,占当年财政收入的79.91％;上级补助收入2735万元,占一般预算支出的59.7％,乡级可用财力3716万元。一般预算支出4581万元,其中人员支出4219万元,人员支出中财政半供养人员361万元,人员支出占一般预算支出
