中国风电设备制造规模已居全球前列,但技术创新水平与风电技术强国还存在着较大差距。文章借助政策文本分析和案例研究,试图梳理国内风电设备制造业技术创新模式的演进过程,探索政府政策在推动技术创新模式演进中发挥的作用机制。研究发现,国内风电设备制造业的技术创新模式经历了政府主导下的自主创新和合作创新模式,政府引导下的基于技术引进的模仿创新和合作创新模式,以及政策推动和市场激励下的自主创新模式三个阶段。而政府政策是推动技术创新模式转变的主要动因,其着力重点从扩大市场规模、鼓励技术引进逐渐转向优化市场环境、促进企业自主创新。最后文章对提升风电行业技术创新能力提出了若干政策建议。
The scale of wind power equipment manufacturing in China has been the highest in the world, but there is still a big gap between the level of technological innovation and the power of wind power technology. By means of policy text analysis and case study, the article attempts to sort out the evolution of the technological innovation mode of domestic wind power equipment manufacturing industry and explore the role of government policy in promoting the evolution of technological innovation mode. The research finds that the technological innovation mode of the domestic wind power equipment manufacturing industry has undergone independent innovation and cooperative innovation mode under the government’s guidance, imitation innovation and cooperative innovation mode based on technology introduction under government guidance, independent innovation under policy promotion and market stimulation Three stages of mode. The government policy is the main reason for promoting the change of technological innovation mode. The focus is on expanding the market scale, encouraging the introduction of technology to optimize the market environment and promoting the independent innovation of enterprises. The last article put forward some policy suggestions on how to improve the capability of technological innovation in wind power industry.
