重建管理战略(TMS)在公共管理中的运用引起了公共绩效研究者和实践者的日益关注,但我们却严重缺乏重建管理战略的理论和实证知识。本文进行了一项独特的关于重建管理战略对群体层次组织公民行为影响的实证调查,并呈现出调查的结果。126位英国地方政府的高层领导参与了调查。结果显示,在组织层次高度实行重新定位和重组的地方政府,其群体层次组织公民行为的水平也高;而在人事层次高度实行重组的地方政府,其群体层次组织公民行为的水平就低。紧缩策略对群体层次组织公民行为则没有影响。本文还探讨了未来研究的影响和建议。对实践工作者的启示现代公共管理面临不断的跌宕起伏,在这种情况下,公共管理者为了实现从维持绩效到提高绩效等目标必须要进行组织变革。本文研究了重建管理战略对组织行为的影响。研究结果为实践者提供了两点经验。其一,组织层面的重新定位和重组可以用做提高组织文化、工作关系、士气和合作的基础。其二,重大的人事变动很可能产生喜忧参半甚至是不理想的结果。
The use of TMS in public administration aroused the growing concern of public performance researchers and practitioners, but we have a serious lack of theoretical and empirical knowledge of rebuilding management strategies. This article presents a unique empirical survey of the impact of rebuilding management strategies on group-level organizational citizenship behavior and presents the findings. 126 top British local government leaders participated in the investigation. The results show that local governments, which are highly relocated and reorganized at the organizational level, also have a high level of organizational citizenship behaviors at the group level. However, local governments highly reorganized at the personnel level have a low level of organized citizenship behavior at the group level. Tightening strategy has no effect on the organizational citizenship behavior at the group level. This article also explores the implications and suggestions for future research. Enlightenment to Practitioners Modern public administration faces constant ups and downs. Under such circumstances, public managers must make organizational changes in order to achieve the goals of maintaining performance and improving performance. This paper studies the impact of rebuilding management strategies on organizational behavior. The results of the study provide practitioners with two points of experience. First, organizational repositioning and restructuring can be used as a basis for improving organizational culture, working relationships, morale and cooperation. Second, major personnel changes are likely to produce mixed or even unsatisfactory results.
