前言中国在中非论坛峰会宣布援建非洲一百所小学,每所学校造价500万元。当时我方承接其中一所学校。中国商务部以EPC模式发包,我方首入非洲市场,根据中外双方换文协定的项目基本功能、规模及初步模型,对项目所在地进行实地考察,制定规划设计方案并实施。麻雀虽小,五脏俱全。项目规模小,成本可调空间低,但小型援外项目同样是政治性外交工程,对外形象要求高,承担此类项目的成本管控难度大要求高。
