近年来,淮南市各级卫生行政部门不断对非法行医活动进行专项治理和打击,取缔了大批非法行医诊所和游医,但非法行医现象仍大量存在,严重扰乱了医疗市场秩序,危害公民的身体健康,侵害广大患者的权益。特别是无证行医“打而不死、死而复生、无法根治”的现状,关键在于未建立无证行医的长效治理机制。本文通过对2012年淮南市无证行医的随机调查和目前打击无证行医的主要做法,结合相关法律知识,综合分析淮南市无证行医得以长期存在的根本原因、目前打击过程中存在的问题、打击的重点和难点,并从理论及实践角度探讨建立打击无证行医长效机制的具体方案。

Based on the random investigation of undocumented practicing in Huainan city in 2012 and the main practice of cracking down on unlicensed practicing at present, combining with relevant legal knowledge, this paper analyzes the root causes of long-standing existence of undocumented practice in Huainan, the existing problems in the current crackdown, The focus and difficulty of attacking, and discussing from the perspective of theory and practice to establish a long-acting mechanism to combat unlicensed medicine specific programs.
