在吉林省改革开放的史册上,吉林-省建苑设计集团前身——吉林省建筑设计院的改制发展历程,应该着以浓墨重彩。这不仅是因为它在我省事业单位中第一个完成从事业单位到民有民营企业的转变,也不仅仅是因为经过10年的奋斗,它已由一个普通的设计院发展成为在全国同行业名列前茅、年收入逾两亿的企业集团,而在于这个企业通过改制,纳税不断增加,员工收入不断攀升,由此创造了一个国家、企业、员工三方受益共赢的新型民有民营企业典范!更在于他们通过不断变革,在企业股权分配上探索出一条独特而成功的资本经营和人本经营分立而行的企业运行方式。毫无疑问,这个改制模式,对事业单位、特别是知识密集型事业单位的改革,具有积极的借鉴意义。
