从热力这的观点出发提出一种判定热电冷三联产节能的新方法－能级６ｏｎｇ价值因子法，把热电厂能转换过程中的能级利用与资金的时间效应有机地结合起来，对热电流三峡产与分产的经济效益进行综合比较，使判定热电冷三联产是否节能更具科学性。
