2016年2月,沙特、俄罗斯等四国达成协议,同意将石油产量冻结在1月份水平,以遏止油价暴跌。此后,科威特、阿联酋等国表态加入“冻产”。但协议实施面临诸多困难,效果恐难如预期。一、四国达成“冻产”协议2016年2月16日,沙特、俄罗斯、卡塔尔、委内瑞拉四国石油部长在卡塔尔首都多哈举行闭门会议并达成有条件协议,同意将石油产量冻结在1月11日的水平,以应对供应过剩,阻止油价持续大幅下跌。
In February 2016, the four countries such as Saudi Arabia and Russia reached an agreement to freeze their oil output at the January level to stop the oil price plunge. Since then, Kuwait, the United Arab Emirates and other countries stand “frozen production ”. However, the implementation of the agreement is facing many difficulties, the effect of fear as expected. On January 16, 2016, the oil ministers of Saudi Arabia, Russia, Qatar and Venezuela held a closed-door meeting in Doha, the capital of Qatar, and reached a conditional agreement to freeze the oil output in January 11 levels, in response to oversupply, to prevent the continued sharp drop in oil prices.
