2013年,东营区立足区域城市建设、社会服务发展的实际,着力突出向信息技术要编制,全面整合现有数字化资源及机构,设立了数字信息管理服务中心,积极打造集民生服务、城市管理、社会养老和电子政务为一体的数字信息管理服务平台。管理服务中心依托呼叫服务、便民服务网站群、民意调查、特色便民服务和市场服务资源、舆情监测分析、掌上民情通、办件受理、门户管理八大应用系统,整合全区工商、环保、地税、国税、质检、民政、供电、城管、住建、商务、地震办、物价、国土、食品药品等14个部门25个服务热线及相关职能,实现资源共享,建立了三级(区、街道、社区)平台管理,五级(区、街道、社区、网格、楼院)网格服务的层级联动管理新模式。
