农民工始终不能为社会保障体系有效覆盖,问题不在于农民工不愿意参保,而在于政策设计的缺陷。农民工市民化,既与城市提供非农就业岗位能力有关,也与提供公共服务和社会保障的财力有关。但农民工变市民,不是简单地改写户口本,而是确保进城农民在就业、住房、养老、医疗、教育等方面与城市居民同等待遇。推进农民工市民化,既是一个十分紧迫的问题,又是一个比较长的历史过程。
Migrant workers can not always cover the social security system effectively. The problem is not that migrant workers are unwilling to take part in the insurance but rather the defects of policy design. Citizenization of migrant workers not only relates to the ability of cities to provide non-agricultural employment but also to the financial resources to provide public services and social security. However, instead of simply rewriting the account books, peasant workers become citizens, but ensure that urban migrant workers will enjoy the same treatment as urban residents in terms of employment, housing, retirement care, medical treatment and education. Promoting the peasant-worker urbanization is not only a very urgent issue but also a relatively long historical one.
