本文通过对目前公立医院改革中的服务体制、政府投入、成本管理及患者饱和等问题的探讨,明确了进行适应社会主义市场经济发展要求的医药卫生体制改革的重要意义。并针对存在问题,建议采取相应对策:医院经济管理创新、体制创新、制度创新,强化医院经济管理,提高经济效益,尽早建立医疗集团或医疗联合体、规范病人的就医行为,加强医院经济成本管理。
Through the discussion of the current service system, government investment, cost management and patient saturation in the public hospital reform, this paper clarifies the significance of the reform of the medical and health system that meets the requirements of the development of the socialist market economy. In order to solve the existing problems, it is suggested to take appropriate countermeasures: innovation of hospital management, system innovation, system innovation, strengthen hospital economic management, increase economic benefits, establish medical group or medical association as soon as possible, regulate patient’s medical treatment and strengthen hospital’s economic cost management .
