随着中国社会转型的不断深化,基层社会矛盾的复杂程度愈益增加,以政治控制为主导的治理机制的不适应性和滞后性更加凸显,实现向社会建构为主导的治理机制转换,具有现实必然性。本文从行政哲学的视角,对比分析这两类机制,认为公共行政的社会建构机制在方法论上超越了决定论和逻辑实证主义预设,强调治理过程中的主体交往、理性互涉和行政现实的建构性,具备辩证思考和批判反思能力。以此为基础,论文分别从实践导向的管理者的培育、公民社会的发展、社区行动场域的开辟、基层政治过程的重塑等方面,进行了政策设计和探讨。
With the continuous deepening of social transformation in China, the complexity of social contradictions at the grassroots level has been on the increase. The incompatibility and lag of the governance mechanism dominated by political control have become even more prominent. The transformation of the governance mechanism dominated by social construction has the realistic necessity . This article from the perspective of administrative philosophy, comparative analysis of these two types of mechanisms, that the social construction of public administration mechanism beyond the deterministic and logical positivism preconditions, emphasizing the governance process of the main contacts, the rational interaction and administrative reality Constructive, with dialectical thinking and critical reflection ability. Based on this, the dissertation conducts policy design and discussion respectively from the aspects of cultivation of practice-oriented managers, development of civil society, opening up of the field of community action and remodeling of grassroots political process.
