According to the “Huaxi Dushi Bao” reported on July 14, the “Provisional Regulations on Strengthening the Management and Supervision over Staff and Workers Leading Cadres” and the “Code of Conduct for Staff and Workers Leading Cadres” recently promulgated by the General Office of Sichuan Provincial Party Committee are required by the leading cadres Staff members shall not be equipped with the number of super-positions, shall not be equipped with ranks, and shall not be equipped with men’s leading cadres around the staff. Reported that city and county leaders no longer equipped with full-time secretarial, at the same time to the secretarial work provided for eight restricted area. Now it is also stipulated that male leading cadres shall not be equipped with female staff. It seems that Sichuan has a soft spot for the management of secretarial work. If the previous provisions on secretaries were at least unreasonably justified, then the stipulation that the “male leaders can not be equipped with female secretaries” is rather intriguing.
