State-owned enterprises are not unique products of socialist countries. Since the Second World War, the state-owned enterprises in western capitalist countries have achieved rapid development. After entering the 1980s, the proportion of state-owned enterprises in the non-agricultural economy (arithmetic mean of the three indicator coefficients of the number of employees, investment, and value-added) was 22.9% in France, 14.0% in federal Germany, and 20% in Italy. At 16.7%, Japan (the fixed assets of state-owned enterprises accounted for the total fixed assets of all enterprises) was 14.4%, and the United States (the ratio of national income of state-owned enterprises to the total national income) was 1.3%. Although the management models of state-owned enterprises in these countries have their own characteristics, they also have many common development trends. Comprehensively examine, compare and analyze the management of state-owned enterprises in western countries and their developmental convergence.
